Where Things Stand Ahead of NJ Governor Sherrill’s Budget Address on March 10

With just a week to go before Governor Mikie Sherrill’s first FY 2027 Budget Address, we caught up with The Zita Group’s budget expert and Senior Vice President, Christopher Hughes, for a quick look at how the process is shaping up for the new administration and what’s been happening behind the scenes.

New Jersey’s FY 2027 Budget Address

While NJ law requires the Governor to deliver their budget proposal by the last Tuesday in February, this year’s budget address has been pushed back two weeks to March 10.

This budget extension follows a long-standing tradition for new governors, since an incoming administration doesn’t have the same amount of time as a sitting one. Typically, the budget process begins the previous July, but with Governor Sherrill elected in November and sworn in on January 20, her team has been working on a much shorter timeline.

Just days after her victory, the transition team started going through the budget to get a handle on revenues, appropriations and line items added in the final weeks of the prior administration.

As part of the larger Transition Team effort, various action teams looked at different areas of the budget, including Affordable Healthcare, addressing potential Medicaid cuts from Washington, Fiscal Responsibility and Government Accountability. During that process, action team members and staff heard from experts, stakeholders, and those currently in government about how different decisions could impact the State budget and those insights were included in the final action reports to the Governor.

Since day one, the Governor’s senior staff and other team members, have been meeting with each cabinet department to understand their needs and identify cost savings, while advocacy groups and other interested parties make their case for funding.

All of this is taking place in the first six weeks of the new Administration!

So what should we expect in Governor Sherill’s first budget?

  • In Gov. Sherrill’s pledge for a more affordable, NJ, she’s committed to no new taxes, though that doesn’t rule out cuts to some programs.
  • We’ll likely see continued funding for key priorities like public employee pensions and funding for education.
  • It’s also possible the Governor may remove many of the items added through last year’s legislative process.
  • Lastly, the budget address also gives the Governor an opportunity to offer policy proposals, which may include potential reforms to the State Health Benefits Program, where we’ve seen costs continue to rise while enrollment declines.
